Because the insurance companies require all persons living in the same household, who have a license, to be included on the policy in order to be covered. An occasional driver from outside the household can get by but if you're in the household you have to be on the policy and that's whether your Dad wants you on it or not. If the Insurance company finds out you have a license and are not included they can cancel the policy and then the rates will really go sky high. Some companies in some states will let the policy holder exclude a driver but then if that driver does take the car the Insurance Company is not liable for any damages from an accident. Some states and some companies do not allow exclusions.

i live in philadelphia and i know you cant here. i had the same problem when i was 16 and had to have insurance immediately before i could drive. because cali is like philly (business) i would imagine you need insurance as well. however, when you do get insurance, it will cover any car you drive. so i guess to answer your question, legally no you shouldnt be driving, but who says the cops will catch you unless your driving erratically or suspicious? =]

to add on with ashley said, she is absolutely right when she said you will get a ticket but you will also get the car impounded. if the cop is nice enough, he may call your parents to get the car...
