Is it illegal to rent a house to someone if that house has so many problems that it's not able to be lived in?

I recently got out of a house where the landlord lied to us about everything. He painted over the mold, there was a ceiling fan held together by a screwdriver, and worst of all there was a major water leak. He didn't tell us any of that before living there. He also wouldn't fix the ac when it broke. Is any of this legal? Where can I report this?
Update: I also did not say that I wanted money, I just don't want him to do this to anyone else.

No. The tenant is supposed to inspect the property and determine if its in a condition they can accept. If they find it acceptable, and choose to rent the property of their own free will, the landlord has not broken any laws. But if later the tenant is able to legally determine the property uninhabitable they can move without penalty (return of deposits). But again no law has been broken while they chose, of their own free will, to live there and pay rent.

You also need to remember you don't live in a vacuum where everything remains the same. Property needs maintenance on occasion so things that appear to not have problems one day may need repair the next.
