Something I don't understand?

I really don't understand how so many militaries, intelligence communities, and even some really big multi-national corporations have funded-- and are still continuing to fund research, into psi phenomena. Even the IEEE has done some interesting research into psi over the years. But mainstream science -- and others who you would expect to be non-biased (Wikipedia for one) seems to have an agenda and dismissed psi as "fringe science" to say the very least. I'll admit, the military has done some rather stupid things, but even they wouldn't throw millions into studies that get no hint of positive results for more than fifty years. I've seen at least one fascinating Air Force study ( https://www.fas.org/sgp/eprint/teleport.pdf ) that had no doubts about psi phenomenon being real. So either psi is real, or it is not-- it can't be real for one branch of science and not for all the rest. Or can it? Can somebody please explain this situation to me?
