Can I set the cooling fans to turn on and off in my computer or is it a hardware thing?

My girlfriend and I both have desktop computers (different makers) and we both have windows 7 on them, when I switch on my computer you hear the cooling fans start up immediately – the fans on my computer stay on all the time, but when she starts up her computer the fans don’t start up right away, in fact they start and stop throughout the day (I guess they only start when the processor gets to a certain temperature)
I am using an i3 processor which doesn’t really create much heat and doesn’t need the fans constantly on all the time, is there a way to set the fans to turn on and off like hers – her computer is a LOT quieter than mines and also uses less electricity

I think your girlfriend's PC has a system Fan which is directly connected the PC's mainboard which means when the CPU is hot, the system fan starts running... (The CPU is controlling the system fan speed (RPM) )

Your PC has built-in computer case fan which starts running when you press the "ON" button on your PC.

You can clean the fan if you want...
