If global warming means the ice caps melt & there s too much water on earth can some of that water just be got rid of?

Like converting it into hydrogen & oxygen on a massive scale so whole land masses aren t submerged. I m thinking as a large scale way of making water permanently disappear to preserve the land of low lying countries. Yes, this would have to be on an absolutely massive scale, but could it be done? And if so, how?
