Do cigarette lighters work for electronics in cars?

My truck has a cigarette light, I don't use and don't ever plan to, and it also has a 12V port as well (only reason I know its 12V is cause it says so).

I wanting to know if I were to connect my phone charger into the cigarette lighter if it would work to charge it because I want to use my other one to plug my dash cam into.

Possibly - it depends on the truck and the thing you are plugging in to it.

If your truck has all 12V electrics, it's fine - no different to a car etc.

If it has 24V electrics, anything you plug in to the lighter socket should be rated as compatible with 24V systems; a lot of basic chargers etc. are not and may be destroyed - that's why it has the separate "12V" outlet for compatibility with 12V car type devices.
